What monitoring programs are in place to insure proper therapy is being followed?

 
 

Nov. 20/91 WCB sends a letter to Therapist Donahue, which reads in part:

"The Board requires as assessment report, as noted in our General Counselling Guidelines. A fee is payable by the Board for the time taken in preparing the assessment, up to a maximum of two hours.

Please cover the following points in your report:

a) The reasons why therapy is requested

b) The goals of therapy and how you expect to attain them

c) An approximate time frame for therapy

We would also take this opportunity to remind you that these therapy sessions must focus on the incident covered by the above noted claim."
 
 

With the date of Dec. 4/91 Therapist Donahue responds to WCB with a 2 page "assessment". In this letter;

She describes herself as; "a professional therapist".

She refers to "other clients under CRIMINAL INJURIES".

She states "case is clearly in the category of severe".

She ends her assessment with; "Due to the severity of her abuse, the estimated time frame to complete therapy would be a further 20 to 25 months approximately. Follow-up sessions in the 2nd. 4th. and 6th. months after termination of sessions and at later dates, if necessary, are recommenced."

And; "The charge for this therapeutic service is $75.00 per hour. However, I understand that your allotment is $60.00 per hour; I think that allotment needs to be reviewed and brought into closer alignment with current fees being charged. I will commence submitting invoices monthly beginning ..."

This letter is signed; Patricia Donahue, M.A., R.C.C.

In this "assessment" Therapist Donahue neglects to report that my daughter is now accusing a number of other people of sexually abusing her, including her older sister who died some 10 years earlier and that Vicki, her younger sister, has accused Sharon of sexual abuse. As noted earlier, Sharon says she does not remember abusing Vicki. Therapist Donahue fails to report that she is dealing in multiple personalities. Is she qualified for this type of therapy? Surely these omissions constitute an act of gross, if not a criminal, misrepresentation of what was happening.

With this WCB continues payments, no interview, no check of clinical notes, no questions of any kind. This letter from Therapist Donahue is quite possible the same letter she sends with all her WCB sponsored clients only the names have changed to persecute more of the innocent.

Of note is that WCB never had to make the decision as to whether or not to continue paying Therapist Donahue for another 25 months of "sorcery", for it appears the cause of the end of the "therapy" was that Sharon, for some reason, decided to stop going.

WCB files show no record of Therapist Oaks either submitting or being asked to submit a progress report at any time after she was originally put on the WCB payroll. The only further communication, as noted earlier, was payment records to Therapist Oaks generated by CONTROLLER’S DEPT. LEGAL SERVICES DIVISION of WCB.

WCB failed to live up to even their own feeble and inadequate policies.

There is record that WCB paid Sharon a $5000.00 cash payment, over and above all the money they paid to Therapist Donahue for her "voodoo therapy".

In answer to the question, "What monitoring programs are in place to insure proper therapy is being followed?"

There appears to be none.
